I suggest to: 

- install the fltk development package 1.3 available in Linux Mint: 

http://community.linuxmint.com/software/view/libfltk1.3-dev 

- Restart the OTB cmake configuration from scratch. You can keep default 
configuration for FLTK in OTB. It will find the installed libs and 
headers for FLTK and activate automatically the use of the external version. 

Don't hesitate if you've got any questions.
