Sorry I cannot find the patch for the moment.

But for the reference, have a look nightly build of OTB on dashboard[1].
You can see opencv 3.0. This is because the build is submitted against
opencv trunk version (updated weekly). Corresponding cmake script can be
found on OTB-DevUtils[2]

Note: OTB is the mercurial version not 3.20 and also compiler is clang so
you can pin point the problem to opencv side.

You didnt checked OpenCV_FOUND manually when starting from a fresh build
this time. right?
