ICE is not distributed with Monteverdi2. You can get the sources at :
http://hg.orfeo-toolbox.org/Ice/
and compile it with CMake the usual way.

correct cmake variables are ICE_INCLUDE_DIR and ICE_LIBRARY. For me
the values are like
-DICE_INCLUDE_DIR=/home/rashad/local/include/otb \
-DICE_LIBRARY=/home/rashad/local/lib/otb/libOTBIce.so
