Hi, there is no dedicated application for cloud detection with OTB.
There is indeed a cloud detector example in the software guide that you can use for your application: http://www.orfeo-toolbox.org/doxygen/FeatureExtraction_2CloudDetectionExample_8cxx-example.html You just need to take the source and create a simple cmake project to compile it using your installed OTB.
