otb-python refers to the debian/ubuntu binary package which allows to access to OTB applications through a Python API:

I would advise to have a look first in the CookBook to the chapter describing OTB-Applications and how it works: https://www.orfeo-toolbox.org/CookBook/CookBookch1.html#x6-50001 Then you could try them (Segmentation application, feature extraction...) in command-line, through GUI in Monteverdi2, through the Python API or in QGIS through the processing module.
