I'm not sure this helps your problem exactly Scoh, but I was getting the 
same 4-line error message you cite above while trying to use my own 
otbcli_* tools installed under OSGeo4W. I abandoned that and installed OTB 
on it's own elsewhere on my hard drive, and I have no such problems using 
those otbcli_* or otbgui_* tools now.
