I can't find this file either. This is supposed to be a solution file that can be imported in MS Visual Studio. Maybe the information in this tuto is outdated. We recently added support for Visual 2015, I think the tutorial deserve some update.

And the answer was :
You need to provide 3 arguments to the script:
1. path to the source directory
2. path to the build directory
3. path to the installation directory

But where ?
