I having the same problem on Ubuntu 16.04 where I installed it via apt-get 
install python-otb libotb monteverdi otb-bin and when it installed it did 
not add /usr/lib/otb/python to the site python path, so I'm guessing that 
some other initialization on install was not done. Anyone know how to fix 
this?
