Hi Flint, You can definitly use the cli on Windows with our standalone packages. You just need to install a shell. I can recommend mobaxterm (http://mobaxterm.mobatek.net/) or git bash (https://git-scm.com/download/windows) which are both known to work fine.
Then you'll need to setup your PATH and you're good to go. For this there is a helper script in the packages that you can source (otbenv.bat).
