I have already succeed to use this type of command with previous version
of OTB. I check with the latest binaries (RC one) with the following
command and its works under windows 7.
d:\Outils\OTB-6.2.0-rc1-Win64\OTB-6.2.0-win64>otbcli_Smoothing -in

Any help to understand how to get the right setup of OTB and an
example to validate the installation is really appreciated
