I didn't realise the situation in the Channel islands was so different from that in the rest of the UK. In that case, some of the advice I gave may not apply -- particularly the bit about local authorities footing the bill for equipment that is only for the use of one person.

The Channel Islands are known for being a tax haven where the rich can go to escape their social responsibilities -- so you might have an unusual client group! A Channel Islander friend told me that to emigrate there, you need a very hefty bank balance to pass their immigration criteria.
