I appreciate the discussion here, though my post was intended to highlight the "chicken or egg" problem that other practitioners have run into. A list member emailed me offline to report that their licensure board allowed them to leave the SS# field on the temporary licensure application blank while submitting documents to immigration (and then the Social Security Administration I assume). This is good news, though I've heard from practitioners in other states where the state licensure board would not grant a license without a social security number which in turns grinds the whole process to a halt.
