Marlene- There is a lot of information on the safety benefits of carseat use as well as injury/fatality statistics of those children not properly restrained. Your justification should be focused on the need based on safety reasons related to injury prevention. From the OT perspective/Framework, relate it back to community mobility.
You can find a lot of information on the National Highway Traffic Safety Administration's website www.nhtsa.dot.org scroll to the bottom for links to child passenger safety. Also, National Safe Kids Campaign is very focused on child passenger safety www.safekids.org. You will a LOT of information right now because this is National Child Passenger Safety Week. If you need additional help, some people who are certified in child passenger safety hold specialty training in restraints for children with special needs. There is an OT in Palm Beach County Florida who works for the school system just to assure safe transport of children with special needs. I can't think of her name off the top of my head, but if you call the Florida Child Passenger Safety Resource Center 1-877-KID-SEAT (www.kidseat.org) they should be able to help you with whatever you need. Also, FYI, AOTA's newly developing ideas about community mobility include transportation across the lifespan and will include child passenger safety! :) Hope this helps.
