I am wondering if something like the FIM has some standard measure with time limits. I really wanting a time that would make the ADL non-functional. For instance, what if it took a person 30 min to put on a pair of pants? I would have to say that is non-functional and the person would need assistance to complete the task in a reasonable amount of time.

This does not take into account physical difficulties such as arthritic hands, impaired balance, shoulder mobility and so on. I have difficulty imagining how one could reduce all the factors to one size fits all.
