According to this definition,  OT is 1. proper for, 3 able to provide 
adaptation to, 4meet the needs/desires of people as related to their health 
care 
needs.  Being the appropriate discipline to meet someone's needs does not 
directly 
have to correlate to the willingness of 3rd party payors to reimburse for 
said services.  Not sure what point you're trying to get at, Ron - and have to 
agree with the person who commented that your cup is half empty.  I had a boss 
in the past who always said don't just bring me problems - bring me suggestions 
for improvement!  I have to say I heartily agree with that statement, as just 
stating a problem is non-productive if you're not going to try to address 
that problem.
