Ron, I think you need to look at the full context of how "functional limitations" is used the definition.
(B) Alleviating impairments, functional limitations, or disabilities by designing, implementing, and modifying therapeutic interventions that may include, but are not limited to, the evaluation or treatment of a person through the use of the effective properties of physical measures and heat, cold, light, water, radiant energy, electricity, sound, and air and use of therapeutic massage, therapeutic exercise, mobilization, and rehabilitative procedures, with or without assistive devices, for the purposes of preventing, correcting, or alleviating a physical or mental impairment, functional limitation, or disability. During negotiations we suggested that "functional training" be replaced with "functional training related to movement and mobility" or a variation of that phrase. The PTs offered to pull functional training from the definition altogether. The PT legislation had already passed the House and the Senate (two bills crossed over). Getting an amendment like this at the last minute was an accomplishment and demonstrated that IOTA has built strong relationships in the legislature. OT practitioners in Illinois sent emails and called their legislators when asked and this had a definite impact. While I don't necessarily agree that "functional training" is OT's personal domain, I don't see how the above change makes much difference. Maybe someone will help me.
