Hello Jeanne Marie: In my experience, it's not the payers who are defining OT. The vast majority of CPT codes used by therapists (OT and PT) are profession independent. In other words, Medicare generally does NOT dictate which profession does such things as manual therapy, wound care, therapeutic activity, self care management, etc.
In no particular order, here's who I think is defining how OT's practice: 1. OT's themselves 2. Other professions, namely PT 3.
