I agree here that is why I warned that it is a subjective, individual

I also like using COPM, but if by outcome measure you mean 
something you can do statistics on, for all your clients, I 
wouldn't choose the COPM.

Why? Because it is able to catch the growing awareness of, 
say, the TBI clients about their problems - this will show 
up as lower ratings of their performance, as they become 
more realistic. Which is a really important step for the 
client - but will count as a lousy result in statistics.
