Ron When I worked for Home Care we had policy directives re our personal safety and 'a reasonable place to provide care' to help us make these kind of decisions. It was especially difficult with homeless people. The reasons you give would never have stood up for our managers who would expect to know why this was the case and especially what were the attitudes and abilities of the client and the other people involved in the situation as well as what alternatives for care provision were possible. However there were cases when service was denied. It is a very big question with lots of variables. There are probably privacy issues in providing any of the details of the reason for your question. It's a good one as it stands. I'll follow this discussion with interest. Joan
