On a fresh, clean installation of Pidgin 2.10.6 and OTR 4.0.0 that is indeed what happens, and the "Don't log OTR conversations" checkbox in the OTR plugin configuration works appropriately. On my system (which had previously had OTR 3.2.1 installed, and that checkbox unchecked), the checkbox works as I described it earlier--resetting itself to checked always, with the OTR plugin ignoring the value of the checkbox. I was able to get it to work: I first disabled the OTR plugin, then restarted Pidgin, then enabled the OTR plugin. Now the checkbox works as expected, and as in a fresh installation. So this seems to be something to do with upgraded installations only, not new ones.
