ein Kollege von mir hat das gelöst, indem er folgede Änderungen vorgenommen hat:
\\OTRS\otrs\Kernel\Config\Files\Ticket.pm
Line 180
# Ticket::Frontend::StdResponsesMode
# (should the standard responses selection be a form or links?) [Form|Link]
$Self->{'Ticket::Frontend::StdResponsesMode'} = 'Link';
Just change "Link" to "Form"
