It depends. I Mimiko's case it could help to lead to the right direction for further actions.
# time sudo -uotrs /opt/otrs/bin/otrs.Console.pl Maint::Database::Check
If I'd measure an average of 7 seconds to establish a connection to the MySQL server through the OTRS console I'd try to figure out if connections from the native MySQL client will provide similar results.
But to be honest - I'd not be concerned as long as the overall service quality is acceptable as long connection times don't need to be of consequence due to connection pooling of persistant connections.
# sudo -uotrs /opt/otrs/bin/otrs.Console.pl Dev::Tools::CacheBenchmark Looks pretty unsuspicious to me so I'd not be worried about disk performance if I'd experience any overall service impairments.
