For every upgrade, you are safe to upgrade to the last
MajorVersion.MinorVersion.Release for each step.

3.1.x upgrade to 3.2.latest

3.2.x upgrade to 3.3.latest
http://otrs.github.io/doc/manual/admin/3.3/en/html/upgrading.html
3.3.x upgrade to 4.latest

4.x then can upgrade to 5.latest
http://otrs.github.io/doc/manual/admin/stable/en/html/upgrading.html

You may choose to download from github (for instance:
https://github.com/OTRS/otrs/tree/rel-3_2_18) or from packaged releases
ftp://ftp.otrs.org/pub/otrs/

backup database before each upgrade. Verify access, continue on.
