Is this configurable by queue, or system wide?

I'm not sure, but maybe you are looking for that Kernel/Config.pm
option:
$Self->{DefaultNextComposeType} = 'closed successful';
And the pre selected ticket state will be 'closed successful' (not 'open')
by composing an answer.
