I would do this by customer preferences (so you also don't need 
a extra fields in your customer table). So you just need to configure
otrs (no source code changes).

For example:

Kernel/Config.pm

    $Self->{CustomerPreferencesView} = {

            'Account C' => 'Account C',

        },
        DataSelected => 'Account C',
        PrefKey => 'UserAccountManager',

    };

PS: If Activ is 0, the just the admin can change this.
