The "<Location" section inludes the mod_perl config. I think your
webserver is using mod_perl and if the first otrs is used, then the
otrs modules are loaded. If the second otrs is used, then the already 
loaded modules (of the first otrs) will be used.

I'm not. I read about the feature of mod_perl2 to have own name spaces 
for each "<Location" option. But I never used it.
