Code for OTRS 1.3.2

- Install AgentNavigationBar.dtl and AgentTicketNew.dtl in
Kernel/Output/HTML/Standard/
- Install AgentTicket.pm in Kernel/Modules/
- Merge Config.pm into your Kernel/Config.pm (or
Kernel/Config/Default.pm if you prefer)
- Add manually a new entry called WebRequestAgent in table ticket_history_type
- If you're using mod_perl, add Kernel::Modules::AgentTicket in
apache2-perl-startup.pl
