And if you want to disable it, you can edit AgentQueueView.pm and
remove
both occurrences of "blink" (approx line 495)
# the oldest queue
if ($Queue{QueueID} == $QueueIDOfMaxAge) {
$QueueStrg .= "<blink>";
}
