Look for $Self->{SystemID} in Config.pm. If I'm not wrong you probably
have "99" here, and as the description says "The identify of the system. Each
ticket number and each http session id starts with this number" (I read "identify"
as "identity").
Also, read this:

And take this as an example if you want to write your own ticket module:
