Yes, it is preferred that you read the UPGRADING file in the OTRS
package, which was specifically written to assist with upgrading from
1.3 to 2.x (if you're upgrading from 1.2 or earlier there will be
other steps required).
It includes:

cat $OTRS_HOME/scripts/DBUpdate-to-2.0.mysql.sql | mysql -p -f

PostgreSQL:
