Did you figure that out ? I'm having the exact same issue on my test
environment ... I'm setting up my deployed environment in the latest and
greatest versions but right now I do have:
Suse 8.1
Linux version 2.4.19-4GB ([EMAIL PROTECTED]) (gcc version 3.2) #1 Fri

MySQL-3.23.58-1
mod_perl-1.27-31
I've seen this might be related to some default templates partially
installed or usage of mod_perl vs mod_perl2. Thanks for any guidance on this.

How have you installed OTRS? Normaly you should have some
templates for responses that are already stored in the database. If you
have created the database manualy, the initial data are taken from the
initialinsert.* scripts.

Have you taken the webinstaller to setup your database? Somehow it looks
like your system is not installed completely.
Can you tell me more about your system? What version of mysql, apache
and perl are you using? Are you using mod_perl2?
