You can download the packages via the Admin-pages, but only if you have
no proxy or it doesn't need an authentication.
Otherwise, download it yourself ftp://ftp.otrs.org/pub/otrs/packages/from
In case anyone else is needing this info (and thanks VERY much for the
lead) the actual location is http://ftp.otrs.org/pub/otrs/packages,
which is anti-intuitive.
