If you use the windows installer of OTRS, also apache is installed on your machine. Apache listens on port 80 and that will conflict with a installed IIS or another webservice that also runs on port 80. I'd turn of all web service during the installation of OTRS and change the port of apache to 81 or what ever after installation is finished.
