If a ticket was created by an agent and unlocking is disabled for 
followups, the agent who created the ticket should be the owner again. 
Please check the following settings for the queues where you need it:

   Follow up Option: [possible__]
   Ticket lock after a follow up: [Yes]

But unfortunatly it is notpossible to link an agent to a newly created 
ticket.
