That seems a bit extreme - why not simply access the backend database directly
(mysql command line or something like phpmyadmin) and alter the record in the 
group_user table such that the user account is a member of the admin group?

You can lookup the user in the system_user table and the admin group in the 
groups table (at least for the 1.3.2 version we are running those are the 
tables).

Same here.  You have to start with a fresh database and never touch
admin's privileges or groups.  OTRS doesn't do a good job of protecting
you from yourself in this area.
