Do not confuse system users with database users! Actually the
documentation tells you exactly how to add an otrs system user:

I've configured Kernel/Config.pm to point at my database and
that seems fine. Accessing index.pl everything comes up ok, but
obviously I can't log in with no user to use.
There is a default administrator level user after you have
