I don't use OTRS on Windows, but dist files are usually just default example files. I use postmaster_pop3 myself (/opt/otrs/var/cron/ postmaster_pop3), but I don't know if you use the POP3 method of fetching tickets.

You probably mean RHL 9 (RHEL is currently at version 4). The rpm for RHL 8 works fine on RHL 8 and newer, Fedora, CentOS and RHEL systems as far as I know. I use it on CentOS 4 myself. I wouldn't use RHL 9 as it's an old distribution that no longer receives security updates. I'd go with RHEL 4, or CentOS 4 if you don't want to pay a dime.
