Yes, you can
You can use the server's IP address instead of localhost (without any further
configuration step)
To use a DNS name, you have to edit the SysConfig:
on the Admin page, click on SysConfig
then browse to Framework => Core::Ticket
edit FQDN
Of course you'll have to configure a DNS server to point to the server

Since it is a web application, you don't have to change your clients'
settings, they simply need to login to the otrs web page via browser
