Usually you can upload files via FTP to a place where the webserver on the
same machine can access them and serve them up (so agents and customers can
use the OTRS web interface). In order to get OTRS running you will need
more than just the ability to upload files though. You'll need to create a
database, setup cronjobs and maybe install some Perl modules, etc. If that
is not possible, I'm not sure things are going to work out.

In fact I can only upload files on the distant webserver but I can't work on
them once they are uploaded.
Do you tkink an upload of my files working in local in the webserver and
changes in the file config.pm to adapt the configuration should work ? Or
the only solution is to create a local webserver and redirect the URL on it
?
