You might want to send questions like these to the OTRS people directly <http://otrs.org/contact/>, as they may not be reading along here. If the OTRS people are not planning on setting up a wiki, you could also setup a wiki yourself if you are willing to admin it. Wetpaint <http://www.wetpaint.com/> is nice and free apparently or you could host one yourself if you have the resources.
