- make a fresh install on the new box with eventually all the plugins
and themes used on the old one
- export from the old db (mysqldump) otrs database
- import on the new db previously dumped db
- download settings from admin/sysconfig from the old box
- load previously exported setting from the old box to the new one
(and then adjust box related data as such as FullyQualifiedDomainName)
- check eventually other manually configured configuration in
$OTRS_HOME/Kernel/Config.pm and similar
- check crontab jobs

We did that just yesterday and seems everything working...
