Hi Michael, I guess you're running a slightly older version of OTRS; previously, the cpan client was not working in our distributed version of Strawberry. Some portions of cpan assumed that perl lives in c:\perl. We solved this by moving to Portable Strawberry.

Maybe the easiest option for you would be to upgrade to a recent OTRS version.
