I figured it out right after I sent the e-mail and now I realize that I should often begin in the most logical place before I make the problem more complex than it is. So for those of you who are new/interested...
In the OTRS install directory (C:\ProgramFiles\OTRS\) you should see a CRONw folder that has all the necessary documents to help you with the script execution intervals. As a result the Locket Tickets counter for any particular user always shows 0. If you enter Locked Tickets, it does show only that agents locked tickets. It's synced to AD to pull our customer data and also MS Exchange for smtp/pop3. The mail accounts work fine but I would like to have it poll the mailboxes every X amount of minutes for new mail and I can't seem to find any articles that show me how to do this.
