You're right, if you're running OTRS as CGI, this issue will occur. If you happen to run OTRS with mod_perl (as you can with the mod_perl installer from our website) this will not be a problem. I'll file a bug report for you in our bugzilla and assign it to one of our developers to see if we can implement a fix for it.
