Key line is right there.

Can your OTRS server see the exchange? Is POP3 service firewalled? Is your OTRS 
server firewalled? Is POP3 enabled on exchanged? Is the account enabled for 
POP3 service? <etc...etc>

Troubleshoot and resolve the connection problem.
