the Ticket Number should be on the same level as the username and password, i.e:

<UserLogin>foo</UserLogin>
<Password>secret</Password>
<TicketNumber>2013083010269</TicketNumber>
<OTRS_TicketUpdate_Ticket>
<State>closed</State>
....
</OTRS_TicketUpdate_Ticket>
