apache does this by calling a distributed binary - apachectl - which
parses the config file.

There is not currently such a utility for mysql and as far as I can tell
there is no parameter for the server binary to simply parse the my.cnf
file and then exit.

Bug description:
Is it possible to add "configtest" option to rc script to validate the 
configuration file without having to restart mysqld.

I've seen similar functionality in some rc scripts (apache comes to mind).
