You need to do apt-get dist-upgrade, because .86 adds a -server-core package which was not previously there. (note that dist-upgrade does not make debian/ubuntu upgrade to a new distro version, there is a separate command for that - dist-upgrade merely allows apt-get to also install new packages rather than merely upgrade existing ones)

Not sure about the other issue you noted (server not restarting after upgrade), that might be due to the reinstall you did. But of course it should restart. I'll check the scripts to see what might be going on there.
