Which geographic region?

Vultr in particular supports several: Dallas, Atlanta, Silicon Valley,
Chicago, Los Angeles, Miami, New York (NJ), Seattle, Paris, Amsterdam,
Frankfurt, London, Singapore, Tokyo, and Sydney.

I know at least Silicon Valley and Seattle use Choopa (not sure if
entirely or partially).  I think Los Angeles does too.

Checking Vultr's network status, I see these 2 entries:

09/20/16 8:48 pm EDT
We are currently experiencing degraded network performance in our New
York/New Jersey location. Our network engineers are actively working
with our upstream providers to resolve the issue as quickly as possible.

09/20/16 9:24 pm EDT
We are currently working to mitigate a large-scale DDoS attack, similar
to the one that affected our New Jersey datacenter early this morning.
Deployments in other Vultr locations may also be affected by
intermittent connectivity to our New Jersey location.
