I'm showing a pretty big dip in performance transitioning to Level3 from one 
site that has no link with XO and doesn't go through XO anywhere.

Got any destination examples? I have a 1g XO in Dallas I can check. Most of my 
traffic from another office goes out that link and I've not heard anything yet
